There are still employees who have not received the Corporate Welcome Page. I have not done a survey yet, so I don't know the exact numbers.
I have absolutely no idea why there was a delay or why certian users got it before other users. It seemed totally sporadic and random.
The whole process seems very buggy and unreliable. We certainly won't use it to post any time-critical information, as I have no way of predicting when (or if) it will get updated on the user's client.
